चंद्रपूर, दि. 2 : चंद्रपुर जिल्ह्यातील अपघातांची संख्या कमी करण्यासाठी लगतच्या कालावधीत झालेल्या अपघातांचे विश्लेषण करा. तसेच वारंवार अपघात होत असलेले अपघात प्रवणस्थळ (ब्लॅक स्पॉट) नव्याने निश्चित करून त्याठिकाणी प्रतिबंधात्मक उपाययोजनांची कामे तातडीने पूर्ण करावे. चंद्रपुर जिल्ह्यात यावर्षी जानेवारी ते ऑक्टोबर अखेरपर्यंत एकूण 689 अपघात झाले आहेत. यात सर्वाधिक 373 अपघात दुचाकी चालविणा-यांचे असून दुचाकीवरील 229 जणांनी (61 टक्के) आपला जीव गमाविला आहे. त्यामुळे जिल्ह्यात अपघातांचे प्रमाण कमी करण्यासाठी पोलिस विभाग, वाहतूक शाखा, उपप्रादेशिक परिवहन विभाग आणि सार्वजनिक बांधकाम विभागाने नागरिकांमध्ये जनजागृती करून प्रभावी उपाययोजना कराव्यात, असे निर्देश जिल्हाधिकारी विनय गौडा यांनी दिले.
चंद्रपुर जिल्हाधिकारी कार्यालयात जिल्हा रस्ता सुरक्षा समितीच्या आढावा बैठकीत ते बोलत होते. यावेळी मनपा आयुक्त विपीन पालीवाल, सा.बा. अधिक्षक अभियंता अरुण गाडेगोणे, कार्यकारी अभियंता सुनील कुंभे, उपप्रादेशिक परिवहन अधिकारी किरण मोरे, जिल्हा शल्य चिकित्सक डॉ. बंडू रामटेके, राष्ट्रीय महामार्गाचे प्रकल्प संचालक अभिजीत जिचकार, परिवहन विभागाचे विभाग नियंत्रक स्मिता सुतवणे, राष्ट्रीय महामार्गाचे सहाय्यक पोलिस निरीक्षक रविंद्र खैरकर, शिक्षणाधिकारी (माध्य.) कल्पना चव्हाण, दीपेंद्र लोखंडे (प्राथ.) आदी उपस्थित होते.
चंद्रपुर जिल्ह्यात निश्चित करण्यात आलेल्या 28 ब्लॅकस्पॉटपैकी अपूर्ण राहिलेल्या 18 ब्लॅकस्पॉटवर प्रतिबंधात्मक उपाययोजनाची कामे तातडीने पूर्ण करा, असे सांगून जिल्हाधिकारी म्हाणले, रस्त्यावरील अपघातात दुचाकीस्वारांचे प्रमाण जास्त असल्याने चंद्रपूर शहरात, राष्ट्रीय / राज्य मार्गावर तसेच इतर रस्त्यांवर हेल्मेटचा वापर करण्यासाठी नागरिकांमध्ये जनजागृती करावी. जिल्हा रस्ता सुरक्षा समितीप्रमाणेच प्रत्येक पोलिस स्टेशन स्तरावर समितीचे गठण करावे. अपघात झाल्यानंतर 48 तासाच्या आत तेथे नोडल अधिका-यांनी भेट देवून अपघात विश्लेषण अहवाल सादर करावा. सर्वाधिक अपघात संध्याकाळी 6 ते रात्री 9 या वेळेत होतात तसेच सकाळी 9 ते 11 या वेळेत देखील रस्त्यांवर मोठ्या प्रमाणात गर्दी असते. यावेळी वाहतुकीवर विशेष लक्ष द्यावे. विशेष म्हणजे रस्ता अपघाताबाबत प्रभावी उपाययोजना राबविण्यासंदर्भात कोणत्याही यंत्रणेने दिरंगाई करू नये. उपाययोजना पूर्ण झाल्या की नाही, याबाबत समितीच्या सदस्य सचिवांनी (आरटीओ) पाठपुरावा करून विचारणा करावी. न झाल्यास स्मरणपत्र द्यावे व त्यानंतर संबंधित यंत्रणेस जिल्हाधिका-यांमार्फत नोटीस बजावावी, असेही ते म्हणाले.
विद्यार्थ्यांमध्ये रस्ते सुरक्षाविषयक जागरूकता वाढविण्यासाठी शिक्षणाधिका-यांनी विद्यार्थ्यांना रस्ते सुरक्षाविषयक माहिती देणे तसेच शाळेत प्रश्नमंजुषा स्पर्धा आयोजित कराव्यात. स्कुल व्हॅनमध्ये आवश्यक सुरक्षा उपाययोजना राबविण्यात येतात की नाही याची वेळोवेळी तपासणी करावी. राष्ट्रीय व राज्य महामार्गावर वेगमर्यादेचे पालन न करणाऱ्या व हेल्मेचा वापर न करणाऱ्या वाहनांचे आटोमॅटिक ई-चलान नोंद करणाऱ्या वाहनांची संख्या वाढवणे, वेग मर्यादित ठेवण्यासाठी सायकॉलॉजीकल स्पीड ब्रेकर (पेन्टची जाडपट्टी) लावणे, रस्त्यासाठी विहित केलेली वेग मर्यादाचे फलक दर्शनी भागात लावणे, मुख्य रस्त्यावरील खड्डे आठ दिवसात दुरूस्त करणे, रस्त्याच्या मध्ये दुभाजकावर तसेच साईडपट्टीवरील धुळ स्वच्छ करणे, चंद्रपूर-मूल रस्त्याच्या दुतर्फा झाडांवर रिफ्लेक्टर लावणे, रूग्णवाहिका उपलब्धतेबाबत फलक लावणे आदी निर्देश जिल्हाधिका-यांनी दिले.
उपप्रादेशिक परिवहन अधिकारी किरण मोरे यांनी, अपघात झाल्यावर नजीकच्या टोल नाक्यावरील रुग्णवाहिका बोलावण्यासाठी 9764906600 या क्रमांकाचा वापर करण्याचे आवाहन केले.
रस्ते अपघातांची संख्या कमी करण्यासाठी सर्वोच्च न्यायालयाच्या निर्देशानुसार जिल्हा रस्ता सुरक्षा समिती स्थापन करण्यात आली आहे. रस्ते अपघात व त्यामध्ये होणा-या मृत्युमध्ये दरवर्षी 10 टक्क्यांची घट करणे, याबाबत समितीला निर्देशित केले आहे. चंद्रपूर जिल्ह्यात 31 ऑक्टोबर 2022 अखेरपर्यंत 6 लक्ष 68 हजार 862 वाहनांची नोंदणी झाली आहे. चालू वर्षी जानेवारी ते ऑक्टोबरअखेरपर्यंत 689 अपघात घडले असून राष्ट्रीय महामार्गावर 362 अपघात, राज्य महामार्गावर 107 तर इतर रस्त्यांवर 220 अपघात घडले आहेत. यात 356 जणांचा मृत्यु, 309 गंभीर जखमी आणि 235 किरकोळ जखमी झाले आहेत. तसेच 356 मृत्युंमध्ये सर्वाधिक 229 मृत्यु टू-व्हिलर्स चालविणा-यांचे, 59 मृत्यु पादच-यांचे, कार, टॅक्सी, व्हॅन आणि लाईट मोटर व्हेईकल (24 मृत्यु), ट्रक (15), सायकल (14) व आदींचा समावेश आहे. तसेच वेगाने वाहन चालवितांना एकूण 94 मृत्यु, ड्रंकन ड्रायव्हिंग (8), विरुध्द दिशेने गाडी चालविणे (6) आणि इतर कारणामुळे रस्त्यावरील अपघाती मृत्युची संख्या 248 आहे. विशेष म्हणजे रस्ते अपघातात सर्वाधिक 172 मृत्यु 25 ते 40 या वयोगटातील आहेत, अशी माहिती उप-प्रादेशिक परिवहन अधिकारी श्री. मोरे यांनी दिली.

Chandrapur, Dt. 2 : To reduce the number of accidents in Chandrapur district, analyze the accidents in the adjacent period. Also, accident-prone spots (black spots) where frequent accidents occur should be determined and preventive measures should be completed immediately. A total of 689 accidents have occurred in Chandrapur district from January to the end of October this year. Most of these 373 accidents are of two-wheelers and 229 (61 percent) people on two-wheelers have lost their lives. Therefore, to reduce the number of accidents in the district, the police department, traffic branch, sub-regional transport department and public works department should take effective measures by creating public awareness among the citizens, directed Collector Vinay Gowda.
He was speaking at the review meeting of District Road Safety Committee at Chandrapur Collectorate. Municipal Commissioner Vipin Paliwal, S.B. Superintending Engineer Arun Gadegone, Executive Engineer Sunil Kumbhe, Deputy Regional Transport Officer Kiran More, District Surgeon Dr. Bandu Ramteke, Project Director of National Highways Abhijit Jichkar, Department Controller of Transport Department Smita Sutwane, Assistant Police Inspector of National Highways Ravindra Khairkar, Education Officer (Md.) Kalpana Chavan, Dipendra Lokhande (Prof.) etc were present.
Out of the 28 blackspots identified in Chandrapur district, preventive measures should be immediately completed on the remaining 18 blackspots, said the Collector. Similar to the District Road Safety Committee, a committee should be constituted at every police station level. The nodal officer should visit the site within 48 hours after the accident and submit the accident analysis report. Most of the accidents happen between 6 pm to 9 pm and also between 9 am and 11 am, the roads are heavily congested. Pay special attention to traffic at this time. Notably, no system should delay in implementing effective measures against road accidents. The member secretary (RTO) of the committee should follow up and inquire whether the measures have been completed or not. If not, a reminder should be given and after that a notice should be issued to the concerned system through the Collector, he said.
In order to increase the awareness of road safety among the students, the education authorities should provide information about road safety to the students and organize quiz competitions in the school. School vans should be checked from time to time whether necessary safety measures are implemented or not. Increasing the number of automatic e-challan registration of vehicles not following the speed limit and not using helmets on national and state highways, installation of psychological speed breakers (thick strip of paint) to limit the speed, installation of prescribed speed limit signs on the road surface, potholes on main roads eight The District Collector gave directions to repair during the day, clean the dust on the road divider as well as on the side road, install reflectors on the trees on both sides of Chandrapur-Mool road, put up boards regarding the availability of ambulances etc.
